Several reports say yes. The latest claims that the iPhone SE 2 will launch in the first three months of 2018, agreeing with the earlier rumors. The new phone is said to keep the 4 screen (or going up a tick to 4.2) and use an older chipset the A10 chipset of the iPhone 7 (still an improvement over the A9 in the original SE). Besides the size, people seek out the SE for its price its Apples cheapest phone. So older components are to be expected, the original SE itself was a mix of iPhone 6s and 5s components (e.g. 6s chipset, 5s TouchID). Dont hold your breath for a bezel-less design like the iPhone X. The new iPhone SE will reportedly be manufactured in India (which is one of its target markets), but will be sold worldwide.
